Community Development Department – Duties and Functions

1. Grassroots Mobilization and Community Engagement

• Facilitating community mobilization to encourage active resident participation in local governance, decision-making, and municipal planning processes.
• Establishing and strengthening neighborhood committees, resident development associations, and local leadership structures to bridge the gap between the council and the community.
• Conducting public awareness campaigns, civic education workshops, and community dialogues on municipal programs and policies.
• Partnering with traditional leadership, civil society organizations, and community groups to promote grassroots unity and cooperative development.

2. Poverty Alleviation and Social Empowerment Programs

• Designing, implementing, and coordinating local socio-economic empowerment initiatives aimed at reducing poverty and vulnerability within urban and peri-urban wards.
• Facilitating the equitable mobilization, training, and distribution of empowerment grants, development funds, and micro-credit support for community groups.
• Promoting community-based income-generating projects and cooperative societies to enhance household financial independence.
• Collaborating with central government agencies and development partners on social safety net programs targeting low-income households.

3. Gender Mainstreaming, Youth, and Child Welfare Development

• Formulating and executing gender-sensitive strategies to ensure equal participation and inclusion of women in socio-economic opportunities.
• Developing youth empowerment programs focused on skills training, entrepreneurship, leadership development, and recreational engagement.
• Coordinating child welfare support systems, early childhood development initiatives, and child protection awareness campaigns within the municipality.
• Supporting vulnerable demographics, including the elderly, orphans, and persons with disabilities, through targeted social protection frameworks.

4. Community Infrastructure and Project Facilitation

• Collaborating with ward development committees to identify, prioritize, and design community-driven micro-projects (such as water points, market shelters, and community halls).
• Mobilizing local communities for self-help projects, communal labor, and collective resource contributions toward local infrastructure development.
• Monitoring the execution and maintenance of community-level facilities to ensure proper utilization and long-term sustainability.
• Acting as a liaison between the council engineering directorate and local communities during the implementation of constituency or council-funded projects.

5. Adult Education, Vocational Skills, and Capacity Building

• Establishing, managing, and promoting community skills training centers, vocational workshops, and adult literacy classes.
• Providing technical training in practical trades (such as tailoring, carpentry, catering, and digital literacy) to enhance employability among youth and women.
• Facilitating mentorship and business management coaching for emerging entrepreneurs and small-scale cooperative groups.
• Conducting periodic assessments of community skills gaps to adapt training programs to local labor market demands.

6. Departmental Planning, Monitoring, and Reporting

• Compiling the department’s annual strategic operational plans, work schedules, and localized institutional budgets.
• Monitoring and evaluating community development projects to measure impact, efficiency, and alignment with municipal objectives.
• Enforcing compliance with national social development guidelines, local council policies, and community project management standards.
• Preparing periodic departmental performance reports, progress evaluations, and stakeholder briefing updates for the council executive and oversight committees.
