Agriculture Department – Duties and Functions

1. Agricultural Extension and Advisory Services

• Providing localized technical extension services and crop production advice to smallholder and commercial farmers within the district.
• Disseminating modern farming technologies, sustainable agronomic practices, and climate-smart agricultural methods to boost local food security.
• Conducting farmer training workshops, field demonstrations, and capacity-building programs on crop management and soil conservation.
• Collaborating with agricultural research institutions to test and introduce high-yielding, drought-tolerant crop varieties suitable for local soil and weather conditions.

2. Crop Production, Crop Protection, and Pest Control

• Monitoring regional crop performance, seasonal progress, and agricultural productivity indicators across farming blocks and zones.
• Implementing surveillance, early warning, and control measures for migratory pests and major crop diseases (such as armyworms or stalk borers).
• Enforcing safe chemical handling, pesticide regulations, and environmental management guidelines to protect ecosystems and water sources.
• Advising farmers on post-harvest management, safe grain storage techniques, and loss-reduction strategies.

3. Agricultural Marketing, Produce Trading, and Infrastructure

• Facilitating the development, maintenance, and management of local produce markets, collection centers, and rural trading posts.
• Assisting farmers and cooperatives in establishing structured market linkages, value-addition networks, and agro-processing opportunities.
• Collecting, analyzing, and sharing periodic market price data for agricultural commodities to support fair trading and informed business planning.
• Coordinating logistics and regulatory clearances for the safe transport and trade of agricultural produce within and outside the municipality.

4. Irrigation Development and Natural Resource Management

• Promoting micro-irrigation, water-harvesting techniques, and sustainable water usage practices to reduce reliance on rain-fed agriculture.
• Partnering with engineering and environmental units to protect arable land, prevent soil erosion, and manage agricultural water sources.
• Supporting community-based irrigation schemes and farmer-managed water user associations within the district.
• Enforcing environmental compliance regulations regarding wetland cultivation, riverbank farming, and land clearing.

5. Food Security, Nutrition, and Farm Inputs Coordination

• Overseeing the distribution and coordination of subsidized agricultural inputs (such as fertilizer and seed programs) to eligible local farmers.
• Implementing household nutrition education campaigns and promoting diversified crop production (including traditional legumes and horticulture) to fight malnutrition.
• Assessing seasonal food security status, identifying vulnerable farming households, and coordinating relief or resilience-building interventions.
• Facilitating the formation and registration of agricultural cooperatives, farmer groups, and community-based producer organizations.

6. Departmental Planning, Budgeting, and Regulatory Enforcement

• Formulating the department’s annual work plans, strategic operational targets, and localized institutional budgets.
• Enforcing national agricultural acts, statutory instruments, and municipal by-laws related to farming and land use.
• Monitoring departmental expenditures and project milestones to ensure compliance with public financial management and accountability standards.
• Compiling periodic performance reports, agricultural statistics, and progress evaluations for the council executive and central government ministries.
