Collins K. Ndilema

Town Clerk

Tenure: Since December 2025

Mr. With an extensive career spanning over 25 years in the Local Government system,  Mr. Ndilema is well-equipped to lead the Council in delivering essential services to residents of the mining town.

Most recently, he served as Council Secretary in Kapiri-Mposhi for eighteen (18) months before succeeding Ms. Sombo Kawilila (who was transferred as Town Clerk for Livingstone City Council) as the Town Clerk of Luanshya.

 

Education and Experience

Mr. Ndilema’s academic credentials are robust. He holds:
– Professional qualifications in Accountancy
– A Bachelor of Arts degree in Business Administration
– A Master of Business Administration (MBA) in Finance and Administration.

These qualifications enable him to manage the town’s financial and administrative responsibilities effectively

VISION FOR LUANSHYA

In his new role, Mr. Ndilema emphasizes the importance of teamwork, urging council employees to “desist from being partisan.”
He believes that the council’s mandate is to prioritize service delivery to the people of Luanshya.

He has set a clear agenda to ensure that vital government programs, such as the Constituency Development Fund (CDF), Cash for Work, and the Zambia Devolution Support Program (ZDSP), are effectively implemented to benefit all residents.

 

PERSONAL LIFE
Outside of his professional commitments, Mr. Ndilema is a devoted family man.
He is married and the father of four wonderful children, balancing his career with a commitment to family life.

As the Town Clerk, Mr Ndilema is dedicated to fostering a disciplined, service-oriented culture within the council, ensuring the needs of the Luanshya community are met with integrity and efficiency.
